2009 Rhino 700. My battery measures 12.0v. The instrument panel reads 10.8v. The Rhino sometimes fails to turn the starter over. I can hear the solenoid, but no starter action. If I keep trying, sometimes I can get it to start. Once it starts, the instrument panel and the battery voltage match better, and both show proper charging voltages. I assume I have a bad ground somewhere. Is this a common problem?

Try a load test on the battery. It may meter 12 but when you crank it may be on its last leg

This voltage discrepancy is sitting with key in On position, no starter engaged. I tightened battery cables, and may have resolved my starting issue, but inst panel still indicates low voltage. Is there a separate ground for this meter?

Sounds like you've got compromised (chafed or corroded) wiring or battery cables. Would add a ground from battery to frame and also from engine to frame, then chase down the bad path starting with the stock battery ground.
