Let someone borrow the Rhino and they brought her back limping. Rhino 700

Took off the clutch cover thinking it was a belt or clutch issue. In neutral it revs up all the way to the limiter and the belt moves up the clutch like it should.
I don't think it's a fuel issue since the engine maxes out in neutral just fine.

The problem is when I put it in gear (idles normal) Forward or reverse THEN barely give it throttle, the engine starts sputtering and only goes about 3-5 MPH.

I almost think it's the reverse limiter issue but it won't even get to those RPMs when it starts pooping out

Anyone have this issue that can help?

EDIT: Cover on my 4wd switch is broke off and the diff lock was pressed.
Everything work fine now...stupid me
