Upon closer inspection, it wasn't the ballast after all. It was a bad plug connector right at the headlight that was arcing sparking inside itself. It's funny because it would always work when you first turn them on, then after a minute, they would flicker (sparking noise) and finally shut off. Ended up cutting out the connector plug and hard wiring it together with some shrink tube over top.
