i got pulled over by a ranger in glamis a couple years back. the ranger said it didnt appear that my one year old daughter was in a childs seat,,, she was though, and after inspection he let me go. so i would have to say yes, it is legal. at least in glamis.

I don't see how it could be. Kids under 12 are allowed in vehicles in the front seat as long they do not have an airbag so don't see how.

I know they must have a helmet on, so I would say yes.

Suggested toddler helmets? I will definitely get a light one, and would prefer he still be able to rest his head.

I got a child helmet and a helmet support(not using it, you can borrow until my youngest needs it) from DJ Safety.

My infant...well...10 month old, rides in a car seat..no helmet...same as my 3 year old....and when they are in the car I just drive like a responsible adult...not like a hotrod infected adult.

Has anyone ever been cited in AZ for a youth not wearing a helmet in a UTV?

A UTV is considered an all-terrain vehicle (under AZ law)...anyone under 18 years old must have a helmet. Not sure of the fines.
